Import Product Catalog List Released

Recently, according to the Guangdong Provincial Health and Health Commission, in order to further promote the management of the provincial health and health institutions' government procurement import product catalog list, simplify procedures, and improve the efficiency of government procurement of imported products, after relevant units' independent applications, the Health and Health Commission organized experts to conduct a unified demonstration, forming the2019 Provincial Health and Health Institutions Import Product Catalog List.

From the content of the list, a total of205 items, including 132 types of medical equipment and 73 types of reagents.

Strictly Control the Procurement of Imported Products

The country has very strict requirements for the procurement of imported products.

According to the "Notice of the Ministry of Finance on Issuing the" shows that the national authorities strictly manage the government procurement of imported products. Specifically:

1. Defining the concept. Imported products refer to products purchased by purchasing units using fiscal funds within the government centralized procurement catalog issued by the provincial and above people's governments or above the procurement limit standard.

2. Defining the scope. Government procurement should prioritize domestic products. If the products needed by the purchaser are unavailable in China or cannot be obtained under reasonable commercial conditions, and if laws and regulations stipulate that imported products must be purchased, the purchaser should obtain approval from the Provincial Department of Finance before the commencement of procurement activities and conduct imported product procurement activities in accordance with the law.

3. Strict review. Purchasing units should strictly implement the relevant requirements for practicing frugality, fully understand product information, scientifically and reasonably determine procurement needs, and shall not apply for products that are explicitly prohibited from being imported by national laws and regulations.

4. Expert demonstration. For products that purchasing units need to purchase due to actual needs, a demonstration is required. In principle, the demonstration should be conducted by more than five experts from non-purchasing units who are familiar with the imported products to be purchased, including one legal expert (with a lawyer's license), and the technical experts should have an intermediate or higher professional title in the relevant professional field of the products to be purchased.

Policy Support for Prioritizing Domestic Equipment

Strict review and issuance of the import product catalog means that the country supports domestic equipment from another level.

On July 22, the "Notice" (hereinafter referred to as the "Notice") issued by the Guangdong Provincial Health and Health Commission on the "Guangdong Provincial 2018-2020 Configuration Planning and Technical Evaluation Standards for Category B Large Medical Equipment (Trial Implementation)" shows that by the end of 2020, the province plans to configure 1615 sets of Category B large medical equipment, including 813 newly added sets.

It is understood that China implements strict configuration license management for large medical equipment, with Category A large medical equipment managed by the State Council's health administrative department and Category B large medical equipment managed by the provincial health administrative department. Medical institutions shall not configure them without approval.

The "Notice" requires that it is strictly prohibited for publicMedical devicesusing units that do not have independent ownership rights to apply for Category B large medical equipment configuration licenses through cooperation, financing leasing, debt financing, or fund-raising to purchase Category B large medical equipment.

At the same time, it encourages public medical device using units to prioritize the configuration of domestically produced independent Brand Category B large medical equipment, gradually improving the configuration level of domestically produced medical equipment.
