Multiple local governments encourage the procurement of domestically produced large-scale medical equipment (Rencheng Medical)

Currently, many local governments have proposed restrictions on the procurement of imported products and encouraged the procurement of domestic equipment in their procurement documents.
Zhejiang Province: In July 2018, the Zhejiang Provincial Government announced that the application of domestically produced large medical equipment has achieved certain results, and the enthusiasm of medical institutions to purchase domestically produced large medical equipment has continued to grow. By the end of 2017, medical institutions in Zhejiang Province had already configured a total of 159 sets of domestically produced large medical equipment (CT, MRI). Zhejiang will next separately formulate a configuration plan for domestically produced large medical equipment, reserve sufficient planned quantities for medical institutions to configure domestically produced large medical equipment, further simplify the configuration review process, optimize the approval process and services, shorten the review cycle, etc., to promote the increase in the domestication rate of medical institutions.

Sichuan Province: In December 2017, the Sichuan Provincial Government issued the "Notice of the Sichuan Provincial Department of Finance on the Announcement of the List of Imported Products for Provincial Government Procurement in 2018-2019", and announced the "List of Medical Equipment Currently Without Domestic Products" and the "List of Medical Equipment Allowed to Procure Imported Products". The number of medical equipment allowed to procure imported products in the "List" was reduced from 93 to 39. For 15 categories of medical equipment, it is required that "for clinical use, domestic products should be used; for large and complex surgeries and research in Class-A tertiary hospitals, the procurement of imported products is allowed." Medical imaging equipment includes color Doppler ultrasound diagnostic instruments, digital subtraction angiography, magnetic resonance imaging systems, PET-CT, ECT, and spiral CT. Sichuan Province's "List" has stricter restrictions on the procurement of imported medical equipment, indicating that the approved imported products only indicate that they are allowed to be included in the government procurement scope. If domestic products of the same type can meet the procurement needs, domestic products should be given priority, and the priority procurement of domestic medical equipment consumables will be incorporated into hospital management.

Guangdong Province: On July 16, 2018, the Guangdong Provincial Health and Family Planning Commission issued the "Announcement of the Guangdong Provincial Health and Family Planning Commission on the List of Imported and Controlled Imported Medical Devices Allowed for Government Procurement by Provincial Health and Family Planning Institutions", in which 121 medical devices are allowed to be imported, and 55 types of equipment have controlled imports. Magnetic resonance imaging systems (MRI, below 3.0T), computed tomography X-ray systems (below 64 slices), digital gastrointestinal machines, digital X-ray imaging, and color ultrasound are included in the list of controlled imports. The main characteristics of the products with controlled imports are that there are currently more than three domestic manufacturers, the technology is basically mature, and domestic products can meet clinical needs.
These policies will greatly accelerate the replacement speed of domestic equipment and can also be regarded as a forward-looking sign. It is expected that more provinces and cities will implement similar documents in the future, and domestic medical imaging is expected to usher in a golden period of rapid growth.
